Managed Retreat

A managed retreat is when a part of land that is seen as unimportant is left prone to flooding to leave money avalible to be spent on defending more important places. How vunerable a town is depends on the type of rock the town is placed on is e.g. if it is bay (clay) or headland (limestone). 

This is created by destructive waves.
